Friday afternoon, long-running children's animated series "Arthur" (WETA Kids at 4 p.m.) kicks off the spring season with a bullying-themed episode, as Arthur makes fun of his friend's sweater (all in good fun, of course) and hurts her feelings. "While we have seen a renewed focus on anti-bullying efforts over the last couple of years, most resources are targeted towards older children," said executive producer Carol Greenwald.
